ACA and Private Health Plans in Florida
Private plan shopping is not one website and done. Subsidy eligibility, household income definitions, provider networks at Tampa Bay hospitals, and metal tier cost-sharing all change the real annual cost beyond the advertised premium.
Not everyone gets Medicare at 65. Florida residents under 65 — and some over 65 not yet on Medicare — shop ACA Marketplace plans, off-exchange private policies, short-term alternatives, and COBRA continuations. Integrity Health Solutions compares on-exchange and off-exchange options for Tampa Bay and all of Florida with subsidy math, network checks, and plain-language tradeoffs.

ACA Marketplace vs private off-exchange plans
ACA Marketplace plans (on-exchange) are sold through HealthCare.gov for Florida and are the only plans eligible for premium tax credits and cost-sharing reductions. Off-exchange private plans are ACA-compliant policies sold directly by carriers — sometimes with different network configurations or benefits, but without subsidies.
Off-exchange is not 'better' or 'worse' by default. High-income households that do not qualify for subsidies may find competitive private plans with preferred doctors. Lower-income families often achieve lower net premiums on-exchange after tax credits.
- On-exchange: subsidies, CSR silver plans, standardized ACA benefits
- Off-exchange: no subsidies, sometimes broader or different networks
- Both must cover essential health benefits if ACA-compliant
- Short-term plans are a different category — not ACA-compliant
Florida Open Enrollment and Special Enrollment Periods
ACA Open Enrollment typically runs November 1 through January 15 for coverage starting the following year. Outside OEP, you need a qualifying life event — loss of employer coverage, marriage, birth, move, or income change — for a 60-day Special Enrollment Period.
Losing job-based insurance is one of the most common Tampa Bay SEP triggers. COBRA election paperwork and Marketplace SEP deadlines run in parallel; you do not have to wait for COBRA to end before comparing ACA options.
Metal tiers, deductibles, and real annual cost
Bronze plans have lower premiums and higher deductibles. Gold plans cost more monthly but reduce point-of-care spending. Silver plans matter most for subsidy recipients because cost-sharing reductions attach to silver on-exchange.
We model expected doctor visits, prescriptions, and hospital risk — not just the monthly premium. A $0 premium bronze plan can cost thousands if you hit the deductible early in the year.
Tampa Bay networks on ACA and private plans
Florida Blue, Ambetter, Oscar, Cigna, and other carriers sell in the Tampa Bay individual market with different hospital and specialist networks. BayCare, AdventHealth, and Tampa General participation varies plan by plan.
Integrity Health Solutions verifies whether your doctors accept the plan's network before you enroll — the same discipline we use for Medicare comparisons.
Dental, vision, and supplemental products on private plans
ACA major medical plans cover essential health benefits but not routine dental for adults. Many Florida shoppers add standalone dental or vision policies — separate from Marketplace metal tiers. Integrity Health Solutions coordinates medical and ancillary products so you do not confuse a dental rider with hospital coverage.
Short-term limited duration plans marketed online are not ACA-compliant and can exclude pre-existing conditions. If you need credible coverage until Medicare or employer benefits restart, compare ACA SEP options before buying short-term policies.
Common mistakes when buying private health plans in Florida
Buying on premium alone. Missing the 60-day SEP after losing employer coverage. Assuming COBRA is cheaper without side-by-side math. Ignoring formulary tiers on Marketplace plans with Rx needs. Using non-ACA short-term plans when you expected full benefits.
- Skipping subsidy application when income qualifies
- Choosing a plan your doctor does not accept
- Confusing dental/vision riders with major medical coverage
- Waiting past January 15 without a qualifying SEP event

Frequently asked questions
What is the difference between ACA and private health plans?
ACA plans meet Affordable Care Act standards and are sold on-exchange (with subsidies) or off-exchange (without subsidies). 'Private plans' often means off-exchange ACA-compliant coverage, not employer group insurance. Always confirm a plan is ACA-compliant before assuming full benefit protections.
Can I get subsidies on private off-exchange plans in Florida?
No. Premium tax credits and cost-sharing reductions apply only to on-exchange Marketplace plans. High-income households may still prefer off-exchange if a specific network justifies the unsubsidized premium.
Is COBRA better than ACA Marketplace in Tampa Bay?
Sometimes, but often not. COBRA continues your old employer plan at full premium plus admin fees. Marketplace plans may cost less after subsidies and can change networks. Compare both within 60 days of losing coverage.
When is Open Enrollment for Florida ACA plans?
Typically November 1 through January 15. Enroll by December 15 for January 1 start in most years. SEPs allow enrollment after qualifying events.
Do ACA plans cover pre-existing conditions in Florida?
Yes. ACA-compliant plans cannot deny coverage or charge more based on health history.
What carriers sell individual plans in Pinellas and Hillsborough?
Carriers vary by year. Florida Blue, Ambetter, Oscar, Cigna, and others have participated in the Tampa Bay individual market. We compare current options for your ZIP.
How much does health insurance broker help cost?
Integrity Health Solutions does not charge clients for standard individual plan comparisons and enrollments.
Can I buy private health insurance outside Open Enrollment in Florida?
Only with a qualifying Special Enrollment Period — loss of employer coverage, marriage, birth, move, or certain income changes. Otherwise you wait for Open Enrollment November 1 through January 15 unless you qualify for Medicaid or other programs.
What if I turn 65 while on an ACA plan?
Medicare becomes primary at 65 for most people. Plan your transition during the months before Medicare starts — see our Medicare vs ACA under 65 page.
